IDARA YA MAHAKAMA NCHINI KUSHIRIKIANA NA WANANCHI KATIKA KUBORESHA MAJENGO YA MAHAKAMA ZA MWANZO

 
“Tumekuwa tukiendesha kesi  na kazi za mahakama katika majengo ya ajabu na ambayo hayastaili binadamu kufanyia kazi, mfano kuna mkoa mmoja Idara ya Mahakama imekuwa ikiendesha shughuli zake katika jengo lililokuwa zizi la ng’ombe na mkoa  mwingine chini ya mti.”
Maneno hayo yalisemwa na Kaimu Jaji Mfawidhi Kanda ya Bukoba Mhe. Pellagia Barnaba Khaday alipokuwa akikabidhiwa jengo la Mahakama ya mwanzo katika Kata ya Ijumbi Tarafa Nshamba Wilayani Muleba Juni 15, 2013.
Jengo hilo lilijengwa kwa nguvu za wananchi na kukabidhiwa katika Halmashauri ya Wilaya Muleba na Halmashauri hiyo iliamua kukabidhi jengo hilo katika idara ya Mahakama kutokana uhitaji wa huduma za kisheria katika kata hiyo na kata zingine za jirani.
Akikabidhi jengo hilo Mkuu wa Mkoa wa Kagera Mhe. Masswe aliwasistiza wananchi kufuata sheria za nchi ili mahakama hiyo isigeuke kuwa adui kwao pale watakapokuwa wamevunja sheria za nchi na kuhukumiwa.
Kaimu Jaji  Mfawidhi Kanda ya Bukoba Mhe. Pellagia alisema sasa umefika wakati wananchi kuanza kuchangia katika ujenzi wa wa majengo ya mahaka kwani yalisaulika sana na kupelekea majengo mengi hasa ya mahakama za mwanzo kuwa katika hali mbaya sana nchini.
Mhe. Pellagia alisistiza kuwa sasa Idara ya Mahakama imeanza rasmi kushirikiana na wananchi kupitia Halmashauri za Wilaya kuboresha majengo ya mahakama na huduma za mahakama. Aidha alitoa tahadhari kwa wananchi kuacha kuwarubuni Mahakimu na rushwa ili watende kazi zao kwa haki
“Tunatarajia kuanzia sasa kuwaleta Mahakimu wenye shahada ya kwanza kwa hiyo ni mategemeo yetu kuwa kesi nyingi zitamalizikia ngazi ya mhakama za mwanzo. Wananchi wenye uwezo mtaanza sasa kuwaweka mawakili kusimamia kesi zenu katika mahakama za mwanzo.     “Alimazia Mhe. Pellagia.
Ardhi lilipojengwa jengo la mahakama hiyo lilitolewa na mpenda maendeleo Bw. Prosper Rweyendera ambaye pia ametoa bure nyumba za walimu kuishi na kufanya kazi zao, aidha alijenga kituo cha Polisi na kuwapatia nyumba za kuishi.
Aidha nyumba ya Karani na Hakimu tayari zimenjwa katika eneo hilo kinachosubiliwa ni huduma za kisheria tu.

Mwanawe Museveni asema hana uchu wa madaraka


Brigedia Muhoozi Kainerugaba, (wa pili kulia ) akiwa na babake rais Museveni wakati wa sherehe ya kufuzu kwake katika chuo cha mafunzo ya kijeshi nchini Marekani.
Mwanawe rais wa Uganda, Yoweri Museveni, amekanusha madai kuwa kuna mipango ya kutaka kumrithi babake huku akileta mwanga kwa madai ya upinzani kuwa anaandaliwa kuchukua madaraka baada ya babake kuondoka mamlakani mwishoni mwa utawala wake.
"Uganda sio ufalme ambapo uongozi unarithiwa kutoka baba hadi kwa mwanawe, alisema Muhoozi Kainerugaba, mwenye umri wa miaka 39, ambaye ni kamanda wa kikosi maalum cha jeshi nchini humo.
wa taarifa iliyotolewa kwenye mtandao Jumapili usiku kulingana na gazeti la Daily Monitor la nchini Uganda. Mwezi jana polisi walifunga magazeti mawili ya binafsi nchini Uganda na vituo viwili vya redio kwa siku kumi baada ya kuchapisha barua kuhusu mgawanyiko jeshini kuhusiana na mpango wa rais Museveni kutaka kumkabidhi mwanawe mamlaka.

Barua hiyo iliandikwa na generali mkuu katika jeshi, David Sejusa, akidai kuwa Museveni ambaye amekuwa mamlakani tangu mwaka 1986 anamuandaa mwanawe kumrithi.
Sejusa, kwa jina lengine Tinyefuza, amekimbilia nchini Uingereza baada ya kudai kuwepo mpango wa kuwaua wanajeshi wanaopinga mpango huo, ingawa madai hayo yalikosolewa na majenerali wengine jeshini.
Kainerugaba, ambaye ni Brigedia, na ambaye anaongoza kikosi maalum cha jeshi, amekuwa akipandishwa cheo jeshini, ingawa rais Museveni hajatamka lolote kuhusu mpango wa kumkabidhi mamlaka mwanawe.
Kwesiga alisema kuwa mwanawe Museveni alitoa taarifa hiyo ili kueleza msimamo wake kuhusiana na madai hayo, kuwa wanamuandaa kuwa rais
Uganda inapaswa kuandaa uchaguzi mwaka 2016 lakini haijulikani ikiwa Museveni ambaye mwenyewe ni generali wa jeshi anapanga kuwania kwa mara nyingine.

Hali ya wasiwasi kuhusu afya ya Mandela


Mzee Nelson Mandela
Wananchi wa Afrika Kusini hii leo wamekuwa na wasiwasi baada ya rais wa nchi hiyo Jacob Zuma kutangaza kuwa hali ya afya ya rais mstaafu Nelson Mandela sio nzuri sana.
Asubuhi waliamkia kwenda kazini wasijue taarifa watakazopokea hii leo baada ya rais Zuma kutoa taarifa hiyo.
Taarifa kutoka ikulu ya rais zilisema Jumapili jioni kuwa Mandela alikuwa amezidiwa ingawa madaktari wanafanya kila wawezalo kuhakikisha kuwa anapata afueni.
Afisaa mmoja mkuu alisema kuwa raia wa Afrika Kusini wasiwe na matumaini kupita kiasi.
Mandela ambaye alikuwa rais wa kwanza mweusi wa Afrika Kusini, akiwa na umri wa miaka 94,alipelekwa hospitalini mapema mwezi huu, ikiwa ni mara ya tatu kwake kulazwa hospitalini akiugua ugonjwa wa mapafu mwaka huu.
Rais Jacob Zuma alisema Jumapili kuwa alimzuru Mandela Hospitalini na kuzungumza na mkewe kuhusu hali ya rais mstaafu.
Madaktari wanaomtibu Mzee Nelson Mandela wamesema hali yake imekuwa sio nzuri kwa saa ishirini na nne zilizopita na sasa ni mahututi.
Habari hizo zimekuja kupitia taarifa iliyotolewa na ofisi ya rais ya Afrika Kusini.
Taarifa hiyo imesema bado Mzee Mandela ameendelea kusalia hospitalini mjini Pretoria kwa siku ya kumi na sita akitibiwa mapafu yaliyosababisha tatizo kwenye mfumo wake wa upumuaji.
Rais Jacob Zuma amemtembelea Mzee Mandela na pia kuzungumza na jopo la matabibu wanaomtibu.
Baadaye bwana Zuma alirejea kauli yake ya kulitaka taifa na dunia kumuombea Mzee Mandela apate nafuu.

Tsvangirai apingana na Mugabe kuhusu uchaguzi



Waziri mkuu Morgan Tsvangirai
Waziri mkuu nchini Zimbabwe Morgan Tsvangirai ametoa wito kwa mahakama ya kikatiba nchini humo kufutilia mbali agizo la rais wa taifa hilo Robert Mugabe kuandaa uchaguzi mwishoni mwa mwezi Julai.
Tsvangirai ameonya kuwa huenda taifa hilo likakumbwa na hali ya switofahamu iwapo uchaguzi huo utafanyika.
Katika ombi lake waziri huyo anasema kuwa mda uliotolewa kuandaa shughuli ya usajili wa wapiga kura na uteuzi wa wagombea ni mchache mno.
Hata hivyo Tsvangirai hakusema ni lini angependa uchaguzi huo ufanyike.
Tayari uamuzi huo wa Mugabe kuitisha uchaguzi mapema kuliko ilivyotarajiwa, umekashifiwa na viongozi wengine wa mataifa ya Afrika Kusini.
Rais Mugabe alikwenda mahakamani mwezi jana kufuatia shinikizo kutoka kwa muungano wa nchi za Afrika Kusini (SADC) kubana hatua ya kuakhirisha shughuli nzima ya uchaguzi.
Ikiwa Tsvangirai atashinda kesi hii, anasema mahakamana itakuwa imezuia jambo lisilo la kisheria kuweza kutumbukiza nchi katika hali ya switofahamu.
Tsvangirai anataka uchaguzi ufanyike tu baada ya mageuzi ya sheria za uchaguzi ambayo yametokana na katiba mpya.

2013 Aspen Ideas Festival

Washington, DC, May 21. 2013 The Aspen Institute and The Atlantic are pleased to announce the ninth annual Aspen Ideas Festival.
